Water & Wastewater Calculator

The City of St. Helena's Utility Department has developed an easy-to-use calculator to help residents better anticipate the changes to their water and wastewater rates.

The City Council approved the Water and Wastewater Cost of Service and Rate Study (PDF) final report on May 9, 2023, and the rates were adopted by the City Council on June 27, 2023.

Notes for Using the Rate Calculator, using your most recent billing statement

Finding Your Average Winter Consumption

Printed Bill: Take your "Sewer Use" amount and divide by 5.58.

Online Bill: Take your "Sewer: Sewer Use Consumption" amount and divide by 5.58.

  • Example: If the amount you are billed for "Sewer Use" or "Sewer: Sewer Use Consumption" is $33.48.
    • $33.48 / 5.58 = 6
    • Input 6 into the "Average Winter Consumption" field.

Finding Your Total Bimonthly Usage (HCF)

Printed and Online Bills: Take your most recent bill and add up the two "Cons" (consumption) numbers from the "Meter Reading" section.

  • Example: Cons for Month 1 was 3 and Cons for Month 2 was 5.
    • 3 + 5 = 8
    • Input 8 into the Total Bimonthly Usage (HCF)
